Bodine Environmental Services has been providing Site Assessment Services for clients since 1988 and has a staff of environmental professionals with certifications and experience to conduct all phases of Site Assessments.
Most commercial real estate transactions now require a Phase I Environmental Site Assessment of the property to comply with the due diligence property inspection requirements of the Innocent Landowner Defense under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The objective of a Phase I is to identify, to the extent feasible, “recognized environmental conditions” in connection with the property. An “environmental professional” is responsible for determining the presence, or likely presence, of any hazardous substances or petroleum products in, on, or at the site by reviewing government records; conducting a thorough visual reconnaissance of the property and all property structures; interviewing current owners, past owners, and government officials; and reviewing historical documents such as aerial photographs, topographic maps, fire insurance maps, local street directories, etc.
A Phase II Environmental Site Assessment is recommended in cases where further investigation may be required. Phase II is a quantitative inspection to verify and define potential hazards that were identified in Phase I. Phase II may include soil sampling, groundwater sampling, soil gas sampling, indoor air quality testing, drums and waste materials testing, asbestos inspections, investigating potential underground storage tank locations, or a combination of these.
A Phase III Site Assessment can involve full site remedial investigation and selection of an appropriate/feasible remedy for contamination found in the first two phases. Bodine can guide clients through the remedial design phase and carry out the remedial activities called for in the design, helping to bring contaminated sites to the point where regulatory agencies issue a “No Further Remediation (NFR)” letter. Bodine is a certified Illinois EPA Emergency Response Contractor, and an Illinois EPA Corrective Action Contractor.
